These small avatars used with instant messengers aren't divided up into specific categories. They're divided up amongst pages that will have under (but close to) 40 kb worth of icons, with the possible exception of the last small avatars page. As the amount of icons per page  is determined by memory size and not a set number, the amount of icons on each page may vary greatly, especially if there are animated images involved.
